This is how I got Gentoo to work as a guest.
I used util-vserver-0.26 for this, versions before that and/or the other vserver tools may not have the bits for basic Gentoo support.
Make the following changes BEFORE running "vserver blah start" for the first time.
- edit /sbin/rc and insert a line at the top to call "/sbin/depscan.sh"
- edit the following files in /etc/init.d and add "exit 0" to the top:
- checkfs
- checkroot
- clock
- consolefont
- domainname
- hostname
- keymaps
- localmount
- modules
- net.eth0
- net.lo
- netmount
- serial
- urandom
- Make the following changes to /etc/init.d/halt.sh :
- comment out the section starting with "umount -at tmpfs &> /dev/null" and going through the "deactivating swap" block below
- comment out the section starting with "ebegin "Unmounting filesystems"" and ending with "eend 0"
- comment out the section starting with "ebegin "Remounting remaining filesystems readonly"" and ending with "else .. eend 0 .. fi"
Then you should be able to start/stop the vserver without too much garbage.

You will also need to edit /usr/sbin/vserver in the parent machine because Gentoo uses /sbin/rc instead of redhat's /etc/rc.d/rc
- Replace STARTCMD="/etc/rc.d/rc $INITDEFAULT with STARTCMD=`cat $VSERVERDIR/etc/inittab | grep l$INITDEFAULT | cut -d : -f 4` before the if-then block
- Replace STOPCMD="/etc/rc.d/rc 6" with STOPCMD=`cat $VSERVERDIR/etc/inittab | grep l6 | cut -d : -f 4` before the if-then block
